Allow Command Line On Deployments

Currently, DeployHQ already supports command line but when we are deploying to SFTP or FTP with no access to run commands we would like to be able to send API or Webhooks to our services to alert of deployment or clearing cache etc.

This would allow for quicker integrations between services like New Relic or Noibu where we may want to send events to say X has been deployed
