User permission management: project handling as non-admin

Right now only admin users can create/delete projects. You automatically give them both billing center and project management (create/delete) permissions.
While there is already a separate setting for “Can manager users” to check/uncheck to give us more granular control over that feature (although the checkbox does not function for me?).

It would be nice to have separate permissions for the project management and billing center.
Since an administrator obviously has access to billing center and project management.
However some users should be able to create projects (development team lead) but not have billing permissions at the same time…
